Strengthening Civil Society Involvement in Assisting the Government with the Implementation of the EU Strategy for the Danube Region

Locations of the Project: Ukraine. The Ukrainian part of the Danube Region, i.e. Odeska, Chernivetska, Ivano-Frankivska and Zakarpatska Oblasts. Kyiv.

Duration of the Project: 24 months (started on 1 February 2013)

Objectives of the action: Overall objective is to strengthen the Ukrainian civil society involvement in the implementation of the EU Danube Strategy (EUSDR), and to promote dialogue between CSOs and the Ukrainian authorities responsible for the coordination of Ukraine’s involvement in the EUSDR implementation.

Specific objectives are to:

  • assist with the development of a comprehensive vision of the EUSDR implementation in Ukraine;
  • establish a public monitoring scheme for assessing the efficiency of Ukraine’s involvement in the EUSDR implementation;
  • build a Ukrainian network of the Danube Civil Society Forum (DCSF) and to establish cooperation with the Ukrainian Platform of the Eastern Partnership Civil Society Forum;
  • advocate EUSDR as an opportunity for improving regional development policy in Ukraine.

Target group(s):

  • Ukrainian CSOs nationally and locally operating in the field of regional and local development, and lobbying public administration reform at the national and regional level incl. regional policy issues.
  • Central governmental bodies responsible for the coordination of Ukraine’s involvement in the EUSDR implementation and regional policy issues.
  • Regional authorities of the 4 oblasts of the Ukrainian part of the Danube Region.

Final beneficiaries: Local communities of the Ukrainian part of the Danube Region including both ordinary people and local authorities. Ukrainian Ministry of Economic Development and Trade. Coordination Centre for the Implementation of Activities Related to Ukraine’s Involvement in the EUSDR.

Estimated results:

  • Improved lobbying capacity of CSOs advocating the EUSDR and the improvement of regional policy in Ukraine.
  • Comprehensive vision of the EUSDR implementation in Ukraine.
  • Public monitoring scheme.
  • Ukrainian network of DCSF (at least 10 CSOs).
  • Civil society lobbying group at the Coordination Centre.
  • Ukrainian CSOs’ better integration in the macro-regional cooperation (Danube Region).
  • More active involvement of Ukraine in the EUSDR implementation.

Main activities:

  • Policy advice (vision of EUSDR implementation).
  • Advocacy of regional development policy in Ukraine.
  • Lobbying activity (lobbying group at the Coordination Centre).
  • Public policy literacy and capacity building of CSOs (Public monitoring scheme).
  • Networking.
  • Public awareness raising campaign incl. public hearings on EUSDR’s role in regional development.
