Consolidation of the nature protected areas’ network for biodiversity protection and sustainable development in the Danube Delta and Lower Prut river region – PAN Nature

Locations of the Project: RO - Tulcea County, Tulcea and Sulina Towns, all the villages in the Romanian DD area; UA - Odessa Oblast, Odessa and Izmail Towns, all the villages in the Ukrainian DD area; MD-Cahul County, Cahul Town, Slobozia Noua Village.

Duration of the Project: 22 months (started on 31 December 2013)

Objectives of the action: to reduce the loss of biodiversity and to improve the local people's livelihoods through introducing an integrated approach to the management of natural resources in the transboundary DD and LPRR, and strengthening community involvement in the SD of the region.

Specific objectives are to:

  • To improve institutional framework for the transboundary management of protected areas in the region by fostering activities of the Joint Trilateral Commission (JTC);
  • To assist MD with establishing a Biosphere Reserve in the Lower Prut area;
  • To extend protected areas in the UA part of the DD and make a pilot rehabilitation of degradated wetland ecosystems;
  • To strengthen cooperation in the management of “DD”Cross-Border Biosphere Reserve (RO/UA);
  • To set up a joint fire prevention and warning system in the“DD”Cross-Border Biosphere Reserve (RO/UA).

Results:

  1. Improved management of biodiversity and natural resources in the region, incl. JTC working on regular basis and joint communication and training centre;
  2. Ground work for establishing a Biosphere Reserve in the Lower Prut area (MD) is done including equipped office, trained staff and prepared documentation);
  3. Rehabilitated degraded wetland ecosystems in the UA part of the project area;
  4. Joint fire prevention and warning system is created;
  5. Improved public awareness on the value of biodiversity conservation and wise use of natural resources for the SD and better quality of life;
  6. Reduced loss of biodiversity.

Tangible outputs:

  1. Prepared documents for “biosphere reserve” status of the protected natural area selected by the MD party in the Lower Prut area;
  2. The Reserve head office modernized/refurbished/extended and equipped on the MD side as well as equipment for the other 2 reserves;
  3. Updated Management Objectives for Biodiversity Conservation and SD in Nature Protected Areas of the DD and Lower Prut Area;
  4. Management plan for the regional landscape park “The Izmail Islands”
  5. Inventory of valuable areas for further extension of protected areas in UA;
  6. Publications for the general public and website.

The main activities are:

  1. Project management, coordination and communication, incl. public awareness.
  2. Improving institutional and technical capacities: JTC meetings; communication and training centre creation; exchange of experience; training of staff, studies.
  3. Assisting with establishing a Biosphere Reserve in the Lower Prut area.
  4. Rehabilitation of wetland ecosystems.
  5. Setting up a joint fire prevention and warning system.
